He could therefore propose with Earl Russell to authorise (with Her Majesty's concurrence) the Hong Kong Government to deliver over for trial to the Chinese Authorities such Chinese subjects charged on sufficient evidence with acts of piracy as may have been brought within Colonial Jurisdiction by Her Majesty's Vessels of War or otherwise provided first that this course is consistent with the existing Law and is lawful, and secondly that a Flag has been duly legalized by some Ordinance.
